A brief Profile of
Norka-Roots
Norka-Roots is the field agency of the Department of
NORKA, set up in 2002. It acts as an interface between the Non-resident Keralites and the Government of Kerala and is also a forum for addressing the NRKs’ problems, safeguarding their rights and if required rehabilitation of returnees. The company is a metamorphosed form of
NORKWA, the Non-Resident Keralites’ Welfare Agency under the Department of Non-resident Keralites’ Affairs
(NORKA). The Head Office of Norka-Roots is at Thiruvananthapuram.

MAJOR OBJECTIVES
To plan and implement programmes and schemes for the welfare and benefit of the NRKs and to address and devise solutions to their problems.
To provide all assistance to NRKs and to take up matters concerning them with the Governments of Kerala and India and other institutions and organisations in India or abroad.
To evolve strategies for the resettlement and reintegration of NRKs returning to
Kerala.
To give a thrust to the industrial development of the State by channelising the NRKs’ resources and expertise and help them set up projects, ventures and enterprises in
Kerala.
To facilitate the creation of a high calibre human resource pool to meet the changing global requirements and to assist and monitor human resources export through transparent and lawful methods.
To undertake the establishment, management and monitoring of a worldwide network of organizations and groups of
NRKs.
To encourage and assist educational, recreational and cultural activities of Non-resident Keralites’ organisations in India and abroad and co?ordinate exchange programmes and schemes in academic, cultural, sports and other fields.

Pravsi Apakada Sahaya Kudumba Arogya Padhathi
An Insurance coverage scheme with UIIC for the victims of accidents happening abroad.
Santhwana
For extending financial help to Below the Poverty Line (BPL) NRKs in exceptional cases of extreme financial needs to meet funeral expenses, marriage expenses, medical expenses etc.
Certificate Authentication Centres
For attesting the educational certificates of job-seekers going abroad. Candidates can obtain
HRD, MEA and Embassy attestations from these Certificate Authentication
Centres. At present there are three attestation Centres in Kerala viz.
Trivandrum, Ernakulam and Calicut.
Finishing Schools
Norka-Roots is planning to start two finishing schools at Trivandrum and
Kozhikode.
Promotion of Malayalam language and culture
To encourage the usage of Malayalam among the non-resident
Malayalees, NORKA has set up a website www.entemalayalam.org for online teaching.
Assistance for repatriation of dead bodies from other countries to homeland
Gives all support for the speedy repatriation of dead bodies of NRKs from abroad.
Organisation of Annual Meets for NRKs
NORKA is organising meeting for NRKs, Marunadan Malayalee Meet and Returnee Meet annually. This has become a common forum to discuss various issues of NRKs and to find solutions.
Recognition of Malayalee Associations
Norka-Roots started recognition of Malayalee Associations functioning in overseas and in other states in India having more than three years of existence. So far 84 associations have been
recognised.
NORKA CENTRE
The Department of Non-Resident Keralites’ Affairs would soon have a single office building named NORKA CENTRE to co-ordinate the activities of the Department of
NORKA, its field agency Norka-Roots, and the attestation centre. The
eight-storeyed building would be set up on a 20-cent land near the Government Guest House at Thycaud in
Thiruvananthapuram.
Pre-Departure Orientation Programme
This is to make our overseas job aspirants aware about general job situations abroad and to impart essential information relating to visa, emigration rules, employment contract, customs regulations, travel formalities etc. Hon’ble Chief Minister of Kerala
Shri. V.S.Achuthanandan in the Hon’ble presence of the UAE Labour Minister Dr. Ali Bin Abdullah Al’ Kaabi launched the programme on 15th December, 2006 at the Durbar Hall in
Thiruvananthapuram. Norka-Roots in association with District administrations are conducting one-day workshops in various districts in
Kerala.
Manpower Recruitment
Norka-Roots has already obtained overseas recruitment license from the Ministry of Overseas Indian Affairs and is planning to locate the overseas job opportunities in various countries through E-mapping. We will also be creating a data bank of human resources in various trades available for overseas placements soon.
